Chanakya Niti Darpana, 3.19.
“Upon witnessing natural calamity (war, epidemic, earthquake, etc), and upon witnessing unfolding drought-like situation and upon encountering non-devotees or “asadhu”, one who runs away from that place will live to see life (and hence is intelligent).
Just that it supports simple living-high thinking.
